1 INTRODUCTION
ThisRFTdocumentisissuedtosubcontracttheBuildingFinishing(ThirdRound)(WORK)fortheEngineering,ProcurementandConstruction(EPC)fornewNassiriyaDepotProject.
1.1 ChinaPetroleumPipelineEngineeringCompanyLimited-IraqBranch(“CPP”)has,issuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheprojectdescribedinbriefinparagraph3belowandinmoredetailinthescopeofworksetoutinAppendix6tothisRFT(“ScopeofWork”).

1.2 FollowingsubmissionoftheBids,CPPmayselectoneormoreBidder(s)toenterintoalegalagreementwithCPPintheformsetoutinAppendix10tothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPmayengagetheselectedBidder(s)toperformallorpartoftheScopeofWork.

3 OVERVIEWOFTHEWORK
3.1 CPPhasbeenawardedbySCOPtheEPCfornewNassiriyaDepotProject.TheProjectislocatedatNassiriya,Iraq.Projectscopeincludesbutnotlimitedto:
7X66,000M3CrudeOilTank
2X23,000M3SurgeReliefTank
2X10,000M3WaterTank
20KMpipelinesofdifferentsizes
Otherfacilitiesforthetankdepot

3.2 BuildingFinishingWorks(ThirdRound)fortheEngineering,Procurement,andConstruction(EPC)oftheNewNassiriyaDepotProject.Theconstructionactivitiesshallinclude,butarenotlimitedto,thefollowingbuildingfinishingworks:
FloorsandSkirting:Installationandfinishingoffloorsandskirtingthroughoutthefacility.
Walls:Constructionandfinishingofbothexternalandinternalwalls.
Ramps,Walkways,andFootsteps:Constructionandfinishingoframps,walkways,andfootstepsasperdesignspecifications.
RoofandCeiling:Installationandfinishingofroofstructuresandceilingsystems.
WindowsandDoors:Supply,installation,andfinishingofwindowsanddoors.
AccessLadders:Installationofaccessladderswhererequired.
WaterSupplyandDrainageSystems:Installationandintegrationofwatersupplyanddrainagesystems.
FireFightingSystems:Installationoffirefightingsystemsincompliancewithsafetystandards.
ElectricalSystems:Installationandfinishingofelectricalsystemsandfixtures.
Fordetailedrequirementsandspecifications,refertoAppendix6ofthisdocument.
Asthisisthethirdtenderandtheworkinterfacehasbeenupdated,pleasereadthescopeofworkcarefully.Forspecificdetails,pleaserefercloselytoAPPENDIX6-ScopeofWork.
3.3 SelectedBidderwillbeengagedtocarryouttheBuildingFinishing(ThirdRound)(WORK)fortheEngineering,ProcurementandConstruction(EPC)fornewNassiriyaDepottoenabletheconstructionofabove-mentionedwork.

3.4 TheScopeofWorksistobecompletedwithinthetimeframeprovidedbyCPP.

4 SUBMISSIONOFBIDDINGDOCUMENTS
4.1 BiddingdocumentsshallbecomposedofTWOparts,TechnicalProposal(Un-priced)andCommercialProposal.

Incaseofanyissueneedstobeclarified,pleaseinformtheTendereeinawrittenform(theClarificationTemplateattachedwiththeRFTFiles),andsenttothefollowingemailaddresses:

Ifthebidderhasanyobjectiontothetechnical,commercialrequirementsinthetenderingdocuments,thebidderisrequestedtoclarifyinwritingtotheTendereewithin7daysofreceiptofthetenderingdocuments,andnoclarificationwillbeacceptedafterthedeadline.IfnoclarificationisprovidedtotheTenderee,itwillbedeemedthatthebiddercanmeetallthetechnicalandcommercialrequirements.****点击查看.

Theoverduedeliveryofthebiddocumentswillberejected,andthedeliverytimeshallbesubjecttothetimeofthedesignatedemailID.
4.4 ShouldtheBidderfailtosubmitbeforetheaforesaiddeadline,theProposalDocumentswillberejected.Thetimepresentedinthee-mailshallbeconsideredasthesubmissiontime.
4.5 Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.
4.6 Before3daysaheadofthedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetopostponethedeadlinefornomorethan7daysintotalincaseofpuzzles/difficultieshappeningtothevendorsforpreparingthebiddingdocuments.

Thebidevaluationcommitteeisexpectedtoconsistofatotalof7members,including4technicalevaluatorsand3commercialevaluators(including1commercialevaluatorand1technicalevaluatorfromtheTenderee).Thememberswillbeselectedbasedonarandomdrawprinciple.
8 SpecialInstructionstoBidders
7.1TheBiddershallsubmitallrequiredbiddingdocumentsinbothPDFandEditableversiontoconvenientTendereeevaluationwork.
7.2TendereereservestherightoffinalinterpretationforthetenderingdocumentsandconfirmationoftheBuyer.
