东非原油外输管道EPC项目招标人为****点击查看，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1 项目概况 Project Profile
东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主****点击查看公司（上游，联络线部分）****点击查看公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

国内主要**人民币交货价（含13%增值税）
RMB delivery price at major ports in China(Including 13% VAT)
2.国外投标人（非属地）INTERNATIONAL BIDDERS(Outside China bidders)：
A包，CIF货交坦桑尼亚达累斯萨拉姆港；B包，CIF货交肯尼亚蒙巴萨港,美元价格。
PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.
3.乌干达合格属地投标人：LOCAL BIDDERS OF UGANDA:
乌干达现场DDP(PLOT 57 BUGAHYA BLOCK 8 AT BULEMWA,YESIIGA VILLAGE,HOIMA, UGANDA) 美元价格，乌干达属地投标人可只参与B包投标。如果同时参与A包，A包将按照国际投标人考虑。针对属地投标人，允许分包授标。
DDP (PLOT 57 BUGAHYA BLOCK 8 AT BULEMWA,YESIIGA VILLAGE,HOIMA, UGANDA) USD PRICE, UGANDAN BIDDERS CAN ONLY PARTICIPATE IN PACKAGE B BIDDING. IF PARTICIPATING IN PACKAGE A AT THE SAME TIME, PACKAGE A WILL BE CONSIDERED AS AN INTERNATIONAL BIDDER. FOR LOCAL BIDDERS, SEPARATE PACKAGE AWARDING IS ALLOWED.
2.4 交货期 Delivery time
供货商提供最短交货期。
The supplier shall provide the shortest delivery time .
三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商、代理商或贸易商。中国国内注册的制造商、代理商或贸易商需在其投标文件中提供进出口货物收发货人注册登记证书。投标人须提供其相关企业资质（包括但不限于营业执照或注册证书等）,具有与本采购项目相应的供货能力。
The bidder must have independent legal personality, operate independently and legally in terms of law and finance, and be independent of the tenderer (bidding agency) as a manufacturer, agent, or trader. Manufacturers, agents, or traders registered domestically in China are required to provide a registration certificate for the import and export of goods in their bidding documents. Bidders must provide their relevant corporate qualifications (including but not limited to business license or registration certificate, etc.) and have the corresponding supply capability for this procurement project.
3.3如投标人为中国注册的制造商、代理商或贸易商的,须在“国家企业信用信息公示系统”网站（www.****点击查看.cn）未被列入经营异常名录和严重违法失信企业名单；投标人、法定代表****点击查看人民法院在“信用中国”网站（www.****点击查看.cn）列入失信被执行人；2022年1月1日至投标截止时间，投标人或其法定代表人（单位负责人）无行贿犯罪行为（在“中国裁判文书网”网站（wenshu.****点击查看.cn）查询）。

The bidder has not been blacklisted, suspended or disqualified from bidding or trading authority by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd.
3.5财务要求：
中国境内的投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标人需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标人需在其投标文件中提供无上述情形的承诺函）；投标人须提供上一年度（2024年度，如2024年未完成审计，可提供2023年审计报告）的财务报表（须由注册会计师签字盖章）。财务报表至少应包括：包括资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）。
中国境内及境外的投标人，需在其投标文件中提供如下承诺：我公司财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在****点击查看公司完整的财务报告及财务状况，****点击查看公司存在上述情况或风险，****点击查看公司的中标资格。
Bidders within China should have a good financial condition (with an asset liability ratio of less than 100%) and not be in a state of property takeover, bankruptcy, or other closure, suspension, consolidation, or conversion; The bidder shall undertake that there is no situation of entering into liquidation proceedings, being declared bankrupt or otherwise losing the ability to perform (the bidder shall provide a commitment letter in its bidding documents stating that there are no such situations); The bidder shall provide financial statements for the previous year (2024, if the audit is not completed in 2024, the 2023 audit may be provided) (which must be signed and stamped by a registered accountant). Financial statements should at least include: balance sheet, cash flow statement, income statement and financial statements.
Bidders within and outside of China are required to provide the following commitment in their bidding documents: our company's financial condition is good (with an asset liability ratio of less than 100%), and we are not in a state of property takeover, bankruptcy, or other closure, suspension, consolidation, or conversion; Our company does not have any situation of entering into liquidation procedures, being declared bankrupt or otherwise losing its ability to perform. If our company wins the bid, the tenderer has the right to review our company's complete financial and financial status before signing the contract. If any of the above situations or risks are found in our company, the tenderer has the right to cancel our company's bid qualification.
3.6业绩要求：投标人须提供近3年（2022-2024）项目类似产品的有效应用业绩。有效业绩为合同或订单复印件（提供的印件至少应包括：封页；签字盖章页；合同或订单中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页）、业主联系人及联系方式。
Performance requirements: Bidders must provide effective application performance of similar products in the past 3 years (2022-2024). The copy of effective performance or order (the provided copy of the contract should include at least: cover page; signature and seal page; key pages in the contract that include the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time;), the owner's contact person and contact information.
3.7其它要求：
投标人（含制造商、代理商、贸易商）近三年****点击查看集团有限公司/中国石****点击查看公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。
Bidders (applicable to manufacturers , agents and Traders) have not experienced major quality and safety accidents in the past three years, and a commitment letter is required.
如制造商为中石油库内供应商，能源一号网入网状态应为：“正常”（针对入网企业）
If the manufacturer is the supplier of CNPC warehouse.The status Of Energy NO. 1 network connection should be "normal" (for connected enterprises).
