1 INTRODUTION
ThisRFTdocumentisissuedtosubcontracttheGeneralEngineeringServices.
1.1 ChinaPetroleumPipelineEngineeringCorporation–AbuDhabi(“CPPE-AD”)hasissuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheworkdescribedinbriefinparagraph3belowandinmoredetailsinthescopeofworksetoutinAppendix6tothisRFT(“ScopeofWork”).
1.2 FollowingsubmissionoftheBids,CPPE-ADmayselectoneBidderormultipleBidderstoenterintoalegalagreementwithCPPE-ADintheformsetoutinAttachment6tothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPE-ADmayengagetheselectedBidder(s)toperformallorpartoftheScopeofWork.
1.3 ThisRFTisdividedintotwoPackages.
Note:Thetenderisdividedintotwopackages,Package1(GeneralEngineeringServiceswithintheUAE)andPackage2(GeneralEngineeringServicesoutsidetheUAE).
Bidsshallbepreparedandsubmittedseparatelyforeachpackage(package-wise).
IfaBidderisregisteredbothdomestically(withintheUAE)andoverseas(outsidetheUAE),theBiddermaysubmitbidsfortwoPackagessimultaneously,andbidsforPackage1andPackage2shallbeevaluatedseparatelyinaccordancewiththeevaluationmethod,andthebiddermaywinforbothPackagesconcurrently.

2 DEFINITION
2.1 CONTRACTOR:ChinaPetroleumPipelineEngineeringCorporation-AbuDhabi(“CPPE-AD”)
2.2 Bidder:Thesubcontractor/serviceproviderwhowilltakepartintheBidding

3 OVERVIEWOFTHEWORK
3.1 ToprovidesupporttoCONTRACTORtoscreenandengageresourcesasprovidedbyserviceproviderbasedonCONTRACTOR’sneedsandrequirementstosupportexistingprojectsandupcomingproposals/projects.
3.2 Thegeneralscopeoftheworkisasfollows:
TheBiddershallsupplytoprovideGeneralEngineeringServicesfortheengineeringprojectsundertakenbytheCONTRACTOR.Thescopeofservicesincludes,butisnotlimitedto,providingrequiredmanpowertosupportCONTRACTORforcarryingoutdesignengineering,detailedengineering,technicalsupportforprocurementactivitiessuchasMaterialRequisitions(MRs),TechnicalBidsEvaluations(TBEs) VendorDataRequirements(VDRs),aswellassupportfortheprojectmanagement,planning,control,costcontrol,documentcontrol,constructionandcommissioningwork,administrationservice,asrequired.Aspartofthiswork,BidderwillprovidetherequiredqualifiedresourcestoCONTRACTORtoexecutethework.
Package1:GeneralEngineeringServiceswithintheUAE
TheBiddershallbetheenterpriseregisteredinsidetheUAE,andprovidetherequiredqualifiedresourcestoCONTRACTORtoexecutetheworkattheirpremisesatCONTRACTOR’sofficeinAbuDhabioranyotherdesignatedofficesintheUAE.TheconditionsunderwhichtheCONTRACTORshallprovideofficefacilities(includingofficespace,desksandchairs,andthesupplyofwater,electricity,andnetworkservices),officeequipmentandsupplies(includingcomputers,printers,copiers,andofficestationery),aswellasofficesoftware.
Package2:GeneralEngineeringServicesoutsidetheUAE
TheBiddershallbetheenterpriseregisteredoutsidetheUAE,andprovidetherequiredqualifiedresourcestoCONTRACTORtoexecutetheworkattheirpremisesatBidder’sofficeincityandcountrywhereBidderregistered.TheconditionsunderwhichtheBidderwillprovideofficefacilities(referringtoofficespace,desksandchairs,aswellaswater,electricityandnetworksupply),officeequipmentandsupplies(referringtocomputers,printers,copiers,officestationery),aswellasnecessaryofficesoftware(referringtoMSOffice,AutoCAD).
3.3 ThistenderisforestablishingaframeworkshortlistforGeneralEngineeringServices.Duringthevalidityperiodoftheframeworkagreement,forspecificprojectsrequirements,asecondarysupplierselectionshallbeconductedamongtheshortlistedsuppliersoftheframeworkagreement.Theunitpriceforman-hoursshallnotexceedthewinningunitpricespecifiedintheframeworkagreement.(detailsreferto10.11).
3.4 TheScopeofWorksistobecompletedwithintimeframeprovidedbyCPPE-AD.

4 SUBMISSIONOFBIDDINGDOCUMENTS
4.1 BiddingdocumentsshallbecomposedofTWOparts,TechnicalProposalandCommercialProposal.
Incaseofanyissuethatneedstobeclarified,pleaseinformtheTendereeinawrittenform(theClarificationTemplateattachedwiththeRFTFiles),andsendittothefollowingemailaddress:

Ifthebidderhasanyobjectiontothetechnical,commercialrequirementsintheRequestforTenderdocuments,thebidderisrequestedtoclarifyinwritingtotheTendereewithin7daysofreceiptoftheRequestforTenderdocuments,andnoclarificationwillbeacceptedafterthedeadline.IfnoclarificationisprovidedtotheTenderee,itwillbedeemedthatthebiddercanmeetallthetechnicalandcommercialrequirements.****点击查看.

4.5 Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.
4.6 3daysaheadofthedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetopostponethedeadlinefornomorethan7daysintotalincaseofpuzzles/difficultieshappeningtothevendorsforpreparingthebiddingdocuments.
