(b)Qualification requirements to be met to implement government procurement policies: 1. Suppliers that comply with Article 22 of the Government Procurement Law of the People's Republic of China. 2. Qualification requirements for implementing government procurement policies: promoting the development of small and medium-sized enterprises, prison enterprises, welfare units for the disabled, and other relevant policies. This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, no price discounts will be applied to products from small and medium-sized enterprises.

（2）拟安排项目经理须为市政公用工程二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: (1) Having a third level or higher qualification for general contracting of municipal public works construction; (2) The proposed project manager must hold a second level or higher registered construction engineer qualification for municipal public works, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (3) Having a valid Safety Production License issued by the construction department; (4) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.****点击查看. gov.cn) and China Government Procurement Network (www.****点击查看. gov.cn); (5) This project does not accept consortium forms.
