1 INTRODUCTION
ThisRFTdocumentisissuedtosubcontracttheCampConstruction(WORK)fortheLNGTRANSMISSIONPIPELINEProject.
1.1 ChinaPetroleumPipelineEngineeringCompanyLimited-AbuDhabi(“CPP”)hasissuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheprojectdescribedinbriefinparagraph3belowandinmoredetailinthescopeofworksetoutinAttachment4 Attachment5 tothisRFT(“ScopeofWork”).

1.2 FollowingsubmissionoftheBids,CPPmayselectoneormoreBidder(s)toenterintoalegalagreementwithCPPintheformsetoutinAppendix6tothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPmayengagetheselectedBidder(s)toperformallorpartoftheScopeofWork.

3 OVERVIEWOFTHEWORK

3.1 CPPhasbeenawardedbyADNOCGas (AG)theLNGTRANSMISSIONPIPELINEProject.TheProjectstartingfromLNGPre-conditioningPlantatHabshan5toHGCPwith56”newsuctionpipelineandanewhighpressure52”dischargepipelinefromNewHGCP(atKP-30,Habshanarea)toRLNGRuwais,withintheEmirateofAbuDhabi.ProjectscopeincludesEngineering,ProcurementConstructionofLNGTRANSMISSIONPIPELINEtoenhancetheexistingfacilitiesofPipelineNetworktosupplyfuturepotentialconsumersatdesiredbatterylimitconditionsandcateringforfuturedemand.

3.2 DetailedScopeofWorkisattachedasbelow:
Theplannedcampsizeisapproximately300mby280m.Aftercompletion,itcanaccommodateuptoabout1,700people,includingaccommodationandsupportingwelfarefacilitiesfortheEPCprojectdepartment,constructionpersonnelofparticipatingunits,andforeignpersonnelrecruitedlocally.Thespecificconstructioncontentisasfollows:
（1）Buildaccommodationandsupportinglivingareasfor1,200foreignlaborersand80foreignmanagersoftheparticipatingconstructionunits.
（2）Buildaccommodationandsupportinglivingareasfor256Chineseconstructionworkersoftheparticipatingunits.
（3）Buildaccommodationandsupportinglivingareasforapproximately100ChineseandforeignEPCpersonneland85seniormanagementpersonnelofthesecondcompany；
（4）Constructionowner'sofficeandprojectdepartment'soffice;
（5）Campsupportingfacilities,etc.

3.2 CPPwouldlikethesuccessfulBiddertosigncontractwithCPPnolaterthan17daysafterwinningthebidding, starttheScopeofWorksnolaterthan15October2025(the“CommencementDate”).
3.3 TheScopeofWorksaretobecompletedwithintimeframeprovidedbyCPP.

4 SUBMISSIONOFBIDDINGDOCUMENTS

4.1 BiddingdocumentsshallbecomposedofTWOparts,TechnicalProposal(Un-priced)andCommercialProposal.

4.3 SubmissionofBiddingDocuments

4.4 ShouldtheBidderfailtosubmitbeforetheaforesaiddeadline,theProposalDocumentswillberejected.Thetimepresentedinthee-mailshallbeconsideredasthesubmissiontime.

4.5 Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.

4.6 Before3daysaheadofthedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetopostponethedeadlinefornomorethan7daysintotalincaseofpuzzles/difficultieshappeningtothevendorsforpreparingthebiddingdocuments.
